H.E. Mr. CHAN Sopha
DG of the MISTI and Member of the Strategic Task Force of the TPAB

On 11 December 2018, Mr. CHAN Sopha was appointed as a Director General of the Institute of Standard of Cambodia, Ministry of Industry and Handicrafts. Subsequently, after the Ministry of Industry and Handicraft changed its name to the Ministry of Industry, Science, Technology, and Innovation, on 23 May 2020, Mr. CHAN Sopha was reappointed as a Director General of the Institute of Standard of Cambodia of the Ministry of Industry, Science, Technology, and Innovation.

Mr. CHAN Sopha was born on 07 July 1967 in Kampong Thom Province and graduated in 1993 with an M.Sc. in Technology of Rubber, Plastic, and Leather at the University of Technology of BRNO, Czech Republic.

Since 1994, he has been tasked with working on national standardization activities, especially developing national standards, including guidelines and codes of good practice for all relevant areas in the country.

As the leading organization as the National Standards Body of Cambodia, he has attended as a member of the ASEAN Consultative Committee for Standards and Quality (ACCSQ) and its related Working Groups and Product Working Groups to develop ASEAN harmonized standards, conformity assessments, and ASEAN Mutual Recognition Arrangements (MRAs) to facilitate trade in ASEAN.

During his participation as a member of ACCSQ, he was appointed as Chair of the ACCSQ for a two-year period (2013-2014), Chair and Co-chair of the ASEAN Rubber-based Product Working Group (RPWG) for a three-year period, ASEAN Co-Chair for free trade negotiations with Hong Kong, and ASEAN Co-chair for dialogue Partner with the US on standards and conformance.

Today, he acts as ASEAN Co-Chair for trade negotiations with India on the area of Standards, Technical Regulations, and Conformity Assessment Procedures.
