BIOGRAPHY

H.E. KHIEV Sophany
Secretary of State of MFAIC and Member of TPAB

Sophany is currently pursuing a Ph.D. from the
Southwest University of Political Science and Law,
People’s Republic of China. She also holds a Master’s
Degree in International Commercial Law from the
University Lyon II, France, and a Bachelor’s Degree in
Law from the Royal University of Law and Economics.

Currently, she serves as the Secretary of State for
MFAIC. Prior to her current appointment, she served
as the Under-Secretary of State for the MOJ from 2013
until 2023.
