BIOGRAPHY
H.E. Mr. KUOCH Somean
SS of the MLVT and Member of Strategic Task Force of the TPAB
Somean KUOCH is the Secretary of State of Ministry of Labour and Vocational Training (MLVT). He is a young technocrat holding a leadership role at Ministry of Labour and Vocational Training.
His professional experience spans more than 10 years from his previous position as Secretary General of National Council for Minimum Wage, Deputy Director General of National Employment Agency and Advisor to MLVT.
He has played a significant role in the development and promotion of the Public Employment Services, Labour Market Information System, and Minimum Wage System in Cambodia. He has conducted extensive research and published extensively on a range of labour-economics issues, with a particular focus on the skills gap, the skills shortage, the development of skills for economic diversification, migrant workers, and remittances.
The National Employment Policy, National TVET Policy, and Migration Policy are just a few of the public policies to which Somean has consistently contributed. Currently, he is pursuing his PhD in Development Economics at Nagoya University, Japan. He holds an Executive Master in Applied Labour Economics for Development (Sciences Po University and Turin School of Development) and an International Master in Management (Audencia Nantes School of Management).
