Mr. BOREY Koemseang
Member of the Secretariat of the Trade Policy Advisory Board (TPAB) with the rank of Director
Mr. BOREY Koemseang currently serves as a Member of the Secretariat of the Trade Policy Advisory Board (TPAB) with the rank of Director, appointed by Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of Cambodia. Yet, he is an Assistant at the Cambodia-Chinese Youth Relations Association. In 2025, Mr. Koemseang is a part of the National Committee for Organizing the 20th Francophonie Summit, to be chaired by Cambodia in 2026. In 2024, he was appointed as a member of the 1st Sub-committee on Substance and Documentation for the 12th International Conference of Asian Political Parties (ICAPP) General Assembly, hosted by the Cambodia People’s Party, and part of Global Chinese Economic & Technology Summit 2024.
Mr. Koemseang is currently a Fellow at EnergyLab Cambodia called the “2025 Clean Energy Fellowship Program”. Also, in early 2025, he completed the Ponlok Chomnes Research Fellowship Program at the Center for Khmer Studies, under the subject “Academic Research in Social Science and Humanities”. After completing it, the Indiana Journal of Agriculture and Life Sciences became his second journal publication on the topic “How Agricultural Culture Change Affects the Lives of Indigenous People in Boeung Thom Community, Kampong Thom Province, Cambodia”. In April 2025, his research paper was accepted to submit at “The 2nd ASEAN University Symposium for Sustainable Food System”, host at Faculty of Economics and Management, IPB University, Bogor, Indonesia.
He is pursuing an International Master of Arts in Social Science specialization in Development Studies at Chiang Mai University, thesis “National Agricultural Extension Policy and Programs in Poverty Reduction Among Farmers in S’ang District, Kandal Province, Cambodia”. In 2022, he graduated with a Bachelor’s degree in Agricultural Economics from the Vietnam National University of Agriculture, receiving an “Excellent” degree classification, and a journal publication titled “Consumer’s Perception and Behaviour Towards Fast Foods: A Case Study in Gia Lam District, Hanoi City”. In 2019, he was nominated to participate in an Exchange program at the Faculty of Economics, Kasetsart University in Bangkok.
In 2024, he participated in a seminar on “Agricultural Products and Food Security Management under the Global Development Initiative” hosted in Hunan province, organized by Yuan Longping High-Tech Agriculture Co., Ltd., sponsored by the Ministry of Commerce of P.R. China.
During his study period in Thailand, he was one of the staff organizers of the “7th International Conference on International Relations and Development” hosted in Chiang Mai. Also, he participated as a member of the Urban-Rural Sustainability Action Proposal Competition team on “Strengthening Resettled People’s Livelihood through Sustainable Community Farming in Pathumthani Province”. In Vietnam, he participated in scientific research with the Vietnamese team to conduct research in Rice production towards reducing gas emissions in Thai Binh Province. He experienced from to be a representative of Cambodian students at Friendship School T80 in Hanoi and a member of the student committee at his university. The internship opportunity was a potential growth for him to conduct a study on “Policy for Rice Export: A Comparison Between Vietnam and Cambodia”. In addition, all the experiences he obtains from part-time and full-time employment, as well as workshops and seminars in the country and region is to build his professional in the trade policy, agriculture sector, livelihoods, and community development for Cambodia and worldwide.
