Following the formal opening ceremony of the Joint Capacity Building Programme on June 10, 2026, high-level officials, policymakers, and technical officers engaged in a series of sessions to lay the groundwork for Cambodia’s integration into global high-tech value chains:

(1) Experience-Sharing Lessons: The event kicked off with Prof. Andrew Chan, Former Executive Director of the Malaysia Semiconductor Industry Association, who shared insights on how Malaysia developed its semiconductor ecosystem, offering practical, actionable roadmap for Cambodia’s trajectory;

(2) Session I featured Dr. Han Phoumin, Senior Energy Economist at ERIA, delivered a presentation reviewing the key takeaways from the first capacity building workshop, setting a clear, strategic path forward for the day’s advanced discussions;

(3) Session IIEcosystem Foundations addressed the core pillars of a sustainable tech sector with experience-sharing from H.E. Sim Vireak, Under Secretary of State of the Ministry of Economy and Finance and Ms. Nanya Burki, Director of Nuffic Southeast Asia, followed by an inter-ministerial panel featuring leaders from the Cambodia Academy of Digital Technology (CADT), the Ministry of Labour and Vocational Training (MLVT), and the Sihanoukville Autonomous Port (PAS);

(4) Session III explored public-private partnerships, venture capital, and industrial clustering. The discussion leveraged expert inputs from international financial bodies and investment groups, including the International Finance Corporation (IFC) and Gobi Partners, alongside key domestic institutional perspectives from the National Bank of Cambodia and the Ministry of Mines and Energy;

(5) Session IV featured a presentation by Dr. Wong Shaw Fong, IEEE EPS Region-10 Program Director, Malaysia, who provided a deep dive into the technical demands of modern tech supply chains, followed by a panel discussion featuring technical representatives of the Economic, Social and Cultural Council (ECOSOCC), the General Department of ICT, and the Ministry of Industry, Science, Technology and Innovation (MISTI);

(6) Session V concluded with a breakout group session focused on workforce mobility, infrastructure, supply chains, and regional cooperation. This session aimed to discuss ways to layout the foundation for Cambodia’s future National Semiconductor Development Roadmap.
