On 27 April 2026, H.E. Bundit Sapheacha Prof. Dr. SOK Siphana, Senior Minister in charge of Special Missions and Special Envoy of the Prime Minister to the United Nations and Other States, delivered an intervention at the UN Security Council High-Level Open Debate on ‘The Safety and Protection of Waterways in the Maritime Domain’ at the United Nations Headquarters, New York City. The session was accompanied by His Excellency Ambassador KEO Chhea, Permanent Representative of Cambodia to the United Nations and Mission’s officials.
In the intervention, Dr. SOK highlighted three priorities to address the growing threats to maritime security (1) Disputes must be resolved peacefully through dialogue and diplomacy (2) Cambodia stresses the importance of enhanced technical assistance for developing coastal States. (3) The Council should adopt a more integrated and preventive approach that strengthens long-term resilience.
Dr. SOK underscored that Cambodia remains committed to upholding international law, promoting peaceful dialogue, and advancing maritime security, including through combating transnational crime. Cambodia reaffirms the dedication to transparency and regional cooperation, and welcome friendly foreign vessels to Cambodia’s modernize Ream Naval Base for joint training, humanitarian assistance, disaster relief, and counterterrorism cooperation.
