H.E. Mr. NORN Samnangseymony
Chief of Cabinet of the Senior Minister, Permanent Member and Chief of Secretariat of the Trade Policy Advisory Board, with the rank of Secretary of State




Mr. NORN Samnangseymony has been serving as the Chief of the Cabinet of Senior Minister SOK Siphana (in charge of multilateral trade and economic affairs) since August 2023. In September, he was decreed with the rank of Director-General by His Majesty Preah Bat Samdech Preah Boromneath NORODOM Sihamoni, King of Cambodia. In April 2024, he was appointed by Samdech Moha Borvor Thipadei HUN Manet, Prime Minister of Cambodia, as the sole Permanent Member of the Trade Policy Advisory Board (TPAB), and subsequently re-appointed by His Majesty The King as the Chief of the Secretariat of TPAB with the rank of Secretary of State (Vice-Minister) in addition to his existing positions. Whilst being the youngest Chief of the Cabinet in Cambodia’s history, he set another historical record as the youngest to be appointed with the rank of Secretary of State by His Majesty the King. In June 2024, he joined the Secretariat of the Committee on the Promotion of the Resolutions of Private Sector Issues (CRI) under the Cabinet of the Prime Minister. In September, he was elected by the Board of Directors to be the Secretary-General of the Economic Society of Cambodia (ESC).

In 2025, Mr. Mony is part of the National Committee for Organising the 20th Francophonie Summit, to be chaired by Cambodia in 2026. In 2024, he served as a Vice-Chair of the 1st Sub-committee on Substance and Documentation for 12th International Conference of Asian Political Parties (ICAPP) General Assembly, hosted by the Cambodia People’s Party. From 2021 to 2023, he worked at the Ministry of Foreign Affairs and International Cooperation as an Executive Assistant to H.E. Dr. SOK Siphana, then Senior Advisor to the Royal Government of Cambodia with the rank of Senior Minister. During that time, he played a role in the portfolio of multilateralism including the 1st Sub-committee of Substance and Documentation for Cambodia’s ASEAN Chairmanship 2022, G20 Task Force, APEC Task Force, NAM Task Force, National Secretariat of Mekong-Lancang Cooperation, among others. In 2021, he was part of the Secretariat of the National Commission for Organising the 13th Asia-Europe Meeting (ASEM13) Summit when Cambodia held the Chair. Prior to this, he worked at the Securities and Exchange Regulator of Cambodia until 2020.

In the field of research, he is affiliated with the Asian Vision Institute (AVI) as a Program Coordinator at the Centre for Advanced Research and Legal Studies (CARLS), and Research Fellow at the Centre for Culture and Peace Studies (CCPS). He was also part of the Center for Sustainable Water (CSW) as a Young Research Fellow. On a pro bono basis, he worked as the Country Director of the ASEAN Youth Advocates Network (AYAN) Cambodia from 2021 until 2024. Since 2021, he has served as the Founding Chairman of the ELBBL Crew and as the National Advisor of the Asian Law Students’ Association (ALSA) Cambodia, after previously holding the role of Co-Founding Vice President.

At present, he is concluding a Dual Master’s Degree in Public and International Law (LL.M.) (with high honours) from the Université Paris Vincennes – Saint-Denis and the Royal University of Law and Economics as a full scholarship recipient from the French Government. In October 2023, he graduated from the Aspire Institute, founded at Harvard University under the Aspire Leader Scholarship Programme. In 2022, he obtained a Certified Futures Thinking from the Lee Kuan Yew School of Public Policy, National University of Singapore. In 2021, he earned his Bachelor of Arts in International Studies (BA-IR) from the Institute of International Studies and Public Policy, Royal University of Phnom Penh. In tandem, he also completed his Bachelor of Law in English (LL.B.) from the English Language Based Bachelor of Law Program of the Royal University of Law and Economics, in conjunction with graduating (with honours) from Airlangga University, focusing on international trade law and cyber law.
