Mr. PHORN Vicheka
Member of the Secretariat of the Trade Policy Advisory Board (TPAB) with the rank of Director
Mr. PHORN Vicheka currently serves as a Member of the Secretariat of the Trade Policy Advisory Board (TPAB) with the rank of Director. In 2025, Mr. Vicheka is part of the National Committee for Organizing the 20th Francophonie Summit, to be chaired by Cambodia in 2026. In 2024, he was appointed as a member of the 1st Sub-committee on Substance and Documentation for 12th International Conference of Asian Political Parties (ICAPP) General Assembly, hosted by the Cambodia People’s Party.
In 2024, Mr. Vicheka earned a Bachelor’s Degree in International Relations from the Institute of International Studies and Public Policy of the Royal University of Phnom Penh. He has also participated extensively in various academic and professional development programs. He was a Young International Relations Fellow at the Konrad Adenauer Stiftung Horizon Fellowship Program, where he authored a paper on “Taiwan’s Catalyzes Great Power Rivalry”. Additionally, He was nominated as the first Cambodian youth to be represented in the UNICEF East Asia and the Pacific Regional Young People Action Team (YPAT). He was selected as a delegate for the KAS-ASEM Youth Summit in 2021 and as the youth participant in the Mover Workshop on Climate Action by UNDP Cambodia in 2019.
Prior to his professional career at the Trade Policy Advisory Board, he was the Founder and President of Veathika-IR Forum, a youth-led initiative that aims to promote dialogue and awareness of global and regional issues among young Cambodians from 2022 until 2024. Concurrently, He serves as Senior Advisor to the Economic Student Club (ESC), Veathika-IR Forum, the Higher Education Outreach Program, a non-profit youth organization that provides mentorship and guidance to high school students on higher education. Since September 2022, he was also a Research Assistant to an Economist at the United Nations Office of the High Commission for Human Rights (OHCHR) in Cambodia, where he assisted in the research, data collection, and data analysis to produce a paper on accessing Cambodia’s macroeconomics policies. Before that, he also completed several internships and projects with reputable International Organizations and Development partners, such as the German Agency for International Development Cooperation (GIZ), Finn Church Aid, and Save the Children, where he demonstrated his skills in leadership, project management, and nonprofit organizations.
