BIOGRAPHY

Mr. Moek Kimsroy
DSG of the MAFF and Member of the Strategic Task Force of the TPAB

Currently, He is responsible for:

  • Head of working group on Sanitary and Phytosanitary of Cambodia (SPS)
  • Head of working group on the free trade negotiations and WTO in Agriculture sector
  • Vice-Head of Working group on the National Single Window of MAFF
  • Agricultural Legislation
  • Personal and Human Development in Agricultural Sector
  • Animal health and Animal Production.

Previously, He obtained his Bachelor’s Degree in Law in 2008 from the Royal University
of Law and Economics, Cambodia cooperation with Université Lumière Lyon 2, France
and then in 2010, he obtained Master’s Degree in Law from the Royal University of Law
and Economics, Cambodia and Université Jean Moulin Lyon 3, France. In addition, in
2020, He has finished the class of PhD in Law at the Royal Academy of Cambodia.

Moreover, he joined the Official of the Department of Agricultural Legislation in 2010. He was the Vice Chief of the Agricultural Inputs Standard Office in 2015 and went to study at the Laboratory of BAC in Bangkok, Thailand. In 2016, he was the Deputy Department of Agricultural Legislation, responsible for the registration and inspection of agricultural inputs standards and went to study in the laboratory of Pesticide and Fertilizer in China.

In addition, in 2018, he was the Director of the Department of Technical Extension and Legislation, responsible for drafting the Law on Plant Protection and Phytosanitary, the Law on Animal Health and Production, and the relevant regulations. From 2022 to 2024, he participated in negotiation meetings on free trade agreements such as ASEAN-China, ASEAN-Canada, ASEAN-Korea, ASEAN-India, ASEAN-Japan, ASEAN-Australia-New Zealand, Cambodia-Turkey, and Cambodia-UAE.

In February 2024, he attended the 13th WTO Ministerial Conference in Abu Dhabi, UAE. Currently, he is involved in the 21st AANZFTA FTA Joint Committee and the 10th meeting of the AANZFTA Sub-Committee on Sanitary and Phytosanitary Measures, including an SPS field trip from 27-31 May 2024 in Auckland, New Zealand.
