Mr. Nguon Huong
Deputy Chief of the Office of the MOE and Member of the Strategic Task Force of the TPAB
With over 15 years of experience working across agroecology, environmental management, and climate policy, I am currently serving as Deputy Chief of the Planning and Budget Office of the General Directorate of Policy and Strategy (GDPS). Since 2020, appointed as the assistant to H.E. TIN Ponlok, the Secretary of State at the Ministry of Environment, I have worked closely with senior policymakers from line ministries and major development partners, focusing on Cambodia’s climate change policy, planning, and climate finance.
Before joining the civil service, I gained over 15 years of professional experience in agroecology, solid waste management, agroforestry, biomass energy, improved cookstove technologies, and climate change adaptation and mitigation, collaborating with academic institutions, NGOs, development partners, and other stakeholders.
As a Strategic Task Force Member of the Trade Policy Advisory Board (TPAB), I have a personal interest in exploring and addressing trade-related environmental sustainability and climate issues.
From 2000 to 2004, I was trained as an agronomist at the Royal University of Agriculture under the French-Speaking Program, supported by the French-Speaking University (AUF). In 2005, I pursued a master’s degree in the Functioning of Ecosystems and Anthropisation at the Ecole Normale Supérieure Agronomique de Toulouse (ENSAT), France. From 2014 to 2015, I completed a Master of Climate Change at the Crawford School of Public Policy, Australian National University (ANU).
