BIOGRAPHY
H.E. Mr. SOEUN BUNLY
DG of the MPWT and Member of the Strategic Task Force of the TPAB
In September 2019, during the 6th mandate of Royal Government of Cambodia, H.E Mr. SOEUN Bunly was appointed as Director General of Planning and Policy General Department for Ministry of Public Works and Transport. This role positioned him at the forefront of strategic planning and policy development, where he played a crucial role in shaping the future of public works and transport in Cambodia.
In April 2023, H.E Bunly was appointed as focal point representative in charge of drafting Pentagon Strategy Phase 1 for Public Works and Transport sector.
Career-wise, H.E Bunly had been working in many fields since 2002. As a Seniors Computer Science Major in Royal Phnom Penh University, H.E Bunly had contributing to development of 2 critical systems for General Department of Tax, focusing on managing income tax and stamp duty. Following by working in the private sector in IT field until 2005, H.E Bunly moved to public sector as civil servant in Ministry of Public Works and Transport.
From 2005 to 2013, H.E Bunly served as Deputy Director of Human Resource Department, where he was reform Human Resource Management, transitioning from manual processes to system-based operation. From 2013 to 2017, H.E Bunly was promoted as Deputy Director General of Administration and Finance General Department, where he oversaw administrative practices and human resources work.
H.E Bunly graduated Bachelor Degree of Computer Science at Royal Phnom Penh University in 2023. Further education, H.E Bunly pursued a master’s degree at National University of Management, which he completed in 2007.
In additional of degree, between 2007 and 2017, H.E Bunly had participated in numerous international programs, expanding his expertise in countries such as Belgium, Japan, China, Singapore, Bahrain, Malaysia, Thailand and Vietnam.
