H.E. SAMHENG Bora
SS of the MoC and Vice Chair of the Strategic Task Force of the TPAB

H.E. SAMHENG Bora began his career in public service in 2007 as an International Relations Officer at the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY). He then became the Deputy Director of the Department of Foreign Affairs and International Cooperation at MoSVY in 2009. In this role, he worked closely with the ASEAN Secretariat, coordinating tasks related to the ASEAN Socio-Cultural Community pillar and specializing in social welfare and ASEAN social community developments.In 2014, he was appointed as the Deputy Secretary General at the Cambodia National Council for Children (CNCC). Over the next four years, he served the CNCC with distinction, assisting in the development of Juvenile Law and overseeing the council’s general administrative work.

Despite his early career in social affairs, H.E. Bora demonstrated a deep interest and aptitude in the field of commerce. He leveraged his expertise by earning multiple postgraduate degrees in this domain. This diverse academic and professional background led him to join the Ministry of Commerce in 2017. In 2018, he was appointed as an Under-Secretary of State at the Ministry of Commerce, and in 2023, he was appointed as Secretary of State, a position he continues to hold to the present day. H.E. Bora has played a pivotal part in the development of key strategic documents. This includes assisting in the drafting of the Cambodia Trade Integration Strategy as well as the E-Commerce Strategy, outlining the country’s vision and roadmap in these critical areas. Furthermore, H.E. Bora has been actively engaged in high-level trade negotiations, representing Cambodia in discussions with the Eurasian Economic Union (EAEU), the United States, and the United Arab Emirates. His negotiation skills and diplomatic acumen have been instrumental in advancing Cambodia’s trade interests on the global stage. Prior to his current position, H.E. Bora held various supervisory roles within the Ministry of Commerce, responding to work in the Europe, Middle East, Asia, and Africa Department, the International Cooperation Department, the Intellectual Property Department, the Department of Exposition Affairs, and the Trade Training and Research Institute. This diverse experience has equipped him with a deep understanding of Cambodia’s trade landscape and the ability to navigate complex trade-related administrative and policy matters.
